The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of contrasting events captured the grim essence of the outgoing year. By day, diplomatic battles are fought: positive announcements are issued from multiple capitals. Immense energy is devoted on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from enemy soil, a ability enabled by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats roared overhead – modern combat jets provided to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems thundered: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably provided by allied countries. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes sober acceptance: maybe the approaching threat won't strike its target this time, sparing the city from devastation and another blackout.

Persistent Threats

Soon after, a automatic firearm engaged a drone somewhere nearby, part of a defensive team – probably allied-provided weaponry. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its destination.

Periodically, this carried on until dawn. Kyiv greeted the daybreak reports: several casualties, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those full day encapsulated Ukraine's vital need on international aid – a need that European nations are clearly incapable to substitute in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership generated strong feelings, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new approach from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, endure.

Strategic Calculations

It is tempting to accuse particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration works based on a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is impossible to force Russia to relinquish the territory that it currently occupies in Ukraine's south or east.

The challenge is that while recognising this factual reality, American administration does little to deter Moscow, through words or deeds, from believing that the current condition will not evolve additionally in its benefit in the near future.

Divergent Views

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a total frontline collapse until situations evolve in its advantage.

Existing Situation

Objectively, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their mission will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a mere seven days to kill the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.

While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
