UK Councils Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books

According to a recent survey of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in England reported that 60% of councils are planning to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously faced criticism for selling playing fields and open spaces to shore up their finances, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

The group said that a high proportion of authorities seeking to generate funds from a fire sale of assets marked “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would prioritise restructuring services and utilising financial reserves to manage growing fiscal pressures.”

Detailed Cases of Planned Sales

One local authority in southeast England said its property management strategy featured the sale of a shopping centre in Rainham and a community venue in Rochester to raise £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Local Levy Rises and Broader Fiscal Strains

The survey of local authorities in the key cities group, which includes several urban centers, further found that more than 70% of authorities will need to raise local levies next April to address the rising cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

The authority explained it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but some of these require time to achieve both improved services and cost efficiency,” said a council leader.

He continued: “We face demographic pressures which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of county councils recently also found council budgets being stretched by the increasing figures of young people and older individuals needing Send support.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Ministers have delayed planned reforms to the Send system until next year after a white paper setting out those changes was recently delayed.

Deprivation and Financial Shortfalls

Based on the latest deprivation measures (IMD) for English councils, many participating urban areas were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest deprivation indices,” noted the report.

“While only a single urban area is among the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of England. The data underscores the extent of challenges confronting municipal officials across key cities in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that reflects and addresses the real levels of deprivation and need,” said Michael Mordey.

“Without this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of councils have cut or compromised care services in the last year, the study revealed.
